England drew 1-1 with Belgium and lost 4-3 on penalties in the first of a November double-header against the same opponent.
The hosts took the lead shortly after half-time but were pegged back by a superb Ryan McAidoo strike.
Belgium started the first half the faster of the two sides but England were able to weather the storm during the first 20 minutes before getting on the front foot themselves.
Rio Ngumoga was the danger man for Neil Ryan's side but could not force a goal in a goalless opening period.
It was the hosts who took the lead 13 minutes into the second half with a goal from the penalty spot, but the Young Lions soon responded.
Ryan McAidoo picked the ball up inside his own half and a superb run and finish put England level with 18 minutes to play.
That was the end of the scoring before Belgium won the shoot-out after full-time.
The Young Lions are next in action against the same opposition at the same venue at 11am GMT on Monday 18 November.
