Independent Kiama MP Gareth Ward has rejected initial reports of him attending NSW Parliament at 4am on a Sunday in July as "gutter journalism", saying he went to retrieve a spare key after being locked out of his property.

News Corp has published details and grainy CCTV footage along with details of a report that Mr Ward arrived at parliament early on July 21 "wearing a t-shirt, underwear and socks" and with a gash on his head.

A report into the incident has been provided to a select group of parliamentary officials.

Mr Ward declined to be interviewed but said in a statement that he was locked out of his property after "having been awoken and responding to a noise at the rear of my apartment".

"I locked myself out of my apartment," the statement said.

"Given it was freezing at around 4am in July, with no prospect of getting a locksmith, not having my phone and with my property around eight minutes walk/jog to Parliament, I went to Parliament to get my spare key.

"I did not see anyone in Parliament other than a security guard who gave me access to the building … The imputation that I was drunk is wrong."

Chris Minns raises concerns

The Premier Chris Minns said the report of Mr Ward's behaviour was a "major concern".

"These are very serious facts and I think by common consensus far from appropriate in a workplace," he said.

"It wouldn't be appropriate at the Commonwealth Bank or the Department of Education and I think taxpayers would say it's not appropriate in the NSW Parliament either."

Mr Minns said "both parliament and Mr Ward need to explain what happened here", and that those explanations would be examined.

"We’ve all got a responsibility to uphold standards and behaviour inside that building even if it is at 4 o’clock in the morning," Mr Minns said.

"I think Blind Freddie would also say his isn’t the first time an incident like this has happened with this member of parliament so it’s a major concern."

Ward to face trial next year

Mr Ward, a former cabinet minister, was temporarily suspended from parliament and resigned from the Liberal Party after being charged with indecent and sexual assault in 2022.

He has always strenuously denied the allegations.

The case is set to go to trial in April next year.

While Minister for Families, Communities and Disability in March 2020, Mr Ward was found naked by police outside his Potts Point apartment.

He issued a statement at the time saying he was "disorientated" because earlier that day he had been under a "general anaesthetic for a procedure" in hospital.

Mr Ward was returned as the Member for Kiama in the 2023 state election with a narrow margin over Labor's Katelin McInerney.

He declined to make further comment on the recent reports.

"This is the sort of gutter journalism that sees faith in some journalists fall to an all-time low," he said.
